Economist, Bagrie Economics
Cameron runs Bagrie Economics, a boutique and straight-shooting economic consultancy. He was previously chief economist of ANZ. He is also involved in various private businesses covering property and finance. He holds numerous directorships, including NZ Apple and Pear, Te Waka (Economic Development in the Waikato), NZ Police Welfare Fund and Life Education NZ (Harold the giraffe) which gives him broader visibility on key issues.
Minister for Infrastructure
Chris Bishop is the Minister of Housing, Minister for Infrastructure, Minister Responsible for RMA Reform, Minister for Sport and Recreation, Leader of the House, and Associate Minister of Finance. He is the MP for Hutt South. Chris was born and raised in Lower Hutt where he lives with his wife and young son. He has a first-class Honours degree in Law and a Bachelor of Arts from Victoria University of Wellington, and was the 2006 Young Wellingtonian of the Year.
Before serving as an MP, Chris worked as a researcher for the National Party in Opposition and was later an advisor to Ministers in the John Key-led Government. Chris was the National Party Campaign Chair for the 2023 General Election.
Board Chair, New Zealand Infrastructure Commission, Te Waihanga
Dr Alan Bollard is a Professor of Practice at Victoria University of Wellington. He has extensive experience as a senior public servant. He has previously held roles as the Executive Director of the Asia Pacific Economic Cooperation (APEC) Secretariat, Governor of the Reserve Bank of New Zealand, and Chief Executive and Secretary to the New Zealand Treasury. He holds a PhD in Economics and an honorary Doctor of Laws from Auckland University.
General Manager - Strategy, New Zealand Infrastructure Commission, Te Waihanga
Geoff has a background in global policy having worked for the United Nations, the United States Treasury and the Federal Reserve. He is a former Chief Economist for Auckland Council, where he worked on infrastructure, housing, regulation and financial policy. More recently, as Chief Economist at PwC, Geoff has contributed to the economic appraisal of a range of large infrastructure projects, including Wellington’s Let’s Get Wellington Moving programme, Auckland Light Rail, Hamilton to Auckland High Speed Rail and Queenstown’s Way to Go programme. Geoff holds a Master of Economics with First Class Honours from the University of Auckland and a Master of Public Affairs from Princeton University.
Chief Executive, New Zealand Infrastructure Commission, Te Waihanga
Ross Copland has a background in the design, procurement, financing, and delivery of infrastructure as an engineer, an asset manager and a Chief Executive. He has worked in commercial construction and property on both sides of the Tasman, finishing up as National Operations Manager for Westfield in 2013. He returned to New Zealand to pursue a career developing tourism infrastructure.
Ross holds a Bachelor of Civil Engineering with First Class Honours, a Bachelor of Commerce and an MBA.
General Manager, Urban Development and Delivery, Kāinga Ora
Mark leads the Urban Development and Delivery (UDD) group at Kāinga Ora, a team of property development, infrastructure and construction delivery professionals who produce communities and neighbourhoods for housing renewal and growth across New Zealand. The urban development projects vary in size from several hundred homes to the largest three renewal projects of over 10,000 homes each. This work includes the design and build of urban development infrastructure and the coordination and delivery of major public infrastructure projects in partnership with local councils and asset owners.
The housing enabled land is built on by both private sector builders for market and affordable homes and Kainga Ora and community housing providers for public housing. This housing delivery is also provisioned by the team. UDD’s current urban development programme, at over 50,000 homes, has no precedent in New Zealand in terms of scale and provides a once-in-a-century opportunity to improve the supply, quality and affordability of our homes – both public and privately owned – and the liveability of our neighbourhoods
General Manager - Infrastructure Delivery, New Zealand Infrastructure Commission, Te Waihanga
Before joining the New Zealand Infrastructure Commission, Andy was a Director at project advisory consultancy HKA. Prior to this, worked for nearly 20 years in public sector infrastructure policy and funding and financing roles, including as a member of the Executive Leadership Team at New Zealand Treasury
Innovation Lead NZ, Aurecon
Jane is on a mission to improve the performance of the building and construction sector. With vast international experience across sustainability, innovation, and impact investment – she is making waves since returning to our shores 4 years ago. Jane has been leading the Off-Site Manufacturing (OSM) Strategy development and implementation across government and industry.
As the Innovation Lead at the Construction Sector Accord Jane was also leading a program for digitization of construction. Jane’s business skills have been kept honed through several board advisory roles and start-up interests. As the Accord changes shape, Jane remains involved and believes industry – government partnerships are a powerful vehicle to improve the productivity of our sector.
Director, Port Otago Limited
Rick is currently a Director of Port Otago Limited and a Trustee of Construction Health and Safety New Zealand (CHASNZ). He retired from the role of CEO of Naylor Love in March 2024 after 11 years, during which time he led the company to exponential growth and sustainable profitability.
Rick has been in construction engineering and contracting for 50 years. He trained as an Engineering Officer with the Ministry of Works, cutting his teeth on large roading and bridging projects, including the incrementally launched bridges at the Ngaraunga interchange. He then worked for the main contractor for that project, Mainzeal Property & Construction, for 15 years, working his way up to Construction Manager.
He completed an MBA in 1995 and embarked on CEO and General Manager roles, notably in marine engineering, the manufacture of engineered wood products and industrial mechanical engineering.
Following his retirement from Naylor Love, Rick is keen to continue to give back to the industry that has been his lifeblood since he was 16 years old.
National Manager Multimodal & Innovation, Waka Kotahi - NZ Transport Agency
Deborah’s role of National Manager Multimodal Integration at Waka Kotahi NZ Transport Agency sees her lead a team committed to accelerating change towards a low carbon and integrated transport system with more active and shared mode choices in Aotearoa. By working in partnership with others, her team use their expertise in public transport, walking and cycling, mode shift, and rail and freight to tackle step changes in urban mobility and climate change.
Deb has previously worked with local government to transform public transport and led Wellington Metro and KiwiRail’s tourism brand, Scenic Journeys, through radical reinvention and improvement
Chief Executive, Powerco Ltd
James joined Powerco in October 2021 and has overall responsibility for all of Powerco’s customer, financial and operational activities. James has a First Class Law Degree and practised in M&A and Commercial Law before joining the energy industry. He is currently Chair of the NZ Electricity CEO Forum, is on the Board of the Electricity Networks Association and the NZ Hydrogen Council and is Co-Chair of the Champions of Change work programme targeted at attracting a more diverse workforce into the energy sector in NZ.
James has held senior executive roles across electricity generation, energy wholesale markets, and energy retailing in his 20 years in the industry. Before joining Powerco, James was Deputy Chief Executive at Contact Energy, was on the Board of Simply Energy, and was Chair of Western Energy Services.
Mayor, Queenstown Lakes District
Glyn Lewers is the newly elected Mayor of the Queenstown Lakes District. Prior to becoming the Mayor, he served a term as a Councillor. While a Councillor, Glyn sat on the following committees:
As Mayor, Glyn’s main areas of focus are addressing the social infrastructure needs of the community. He aims to do this through building on key relationships with local iwi and developing an overarching plan to address the needs of both locals and visitors. Glyn comes from an engineering background and holds a degree in Engineering from the University of Southern Queensland and a Bachelor of Surveying from the University of Otago.
Group Chief Executive, Beca Group
As Group Chief Executive, Amelia is accountable for the business operations of the Beca group, leading delivery of our global strategic objectives. She has a distinguished track record in option evaluation, planning, consultation and driving sustainability outcomes. She has extensive experience in Australia, New Zealand, the Pacific and beyond, across a wide variety of sectors spanning 25 years.
Prior to taking up the CEO role, Amelia was Group Director – Advisory and the Chair of Beca’s Sustainability Steering Group. A geographer by training, she has a focus on systems thinking and has had roles with NZ Government and infrastructure clients on project and advisory boards. She has also been involved in policy development. Amelia has been part of a wide range of planning and infrastructure work across New Zealand and the Pacific. Her project experience is largely associated with major transport infrastructure, utility services and social infrastructure.

Previously Romilly was CEO Infrastructure Australia (IA), where she was responsible for overseeing IA’s critical role in helping governments prioritise projects and reforms that best serve our communities. Before joining Infrastructure Australia, Ms Madew was CEO of Green Building Council of Australia for 13 years. In acknowledgment of her contribution to Australia’s sustainable building movement, Ms Madew was awarded an Order of Australia in 2019. In her capacity as CEO of Engineers Australia, she sits on the STEM Champions of Change committee.
She is also currently a Member of the Australian Academy of Technology & Engineering (ATSE) Infrastructure Forum; Director Placemaking NSW Board; Director Sydney Olympic Park Authority; Independent Chair Currawong State Park Advisory Board (NSW); Federal Government appointee on the Circular Economy Ministerial Advisory Group, G20 EMPOWER - Empowerment and Progression of Women's Economic Representation, Urban Policy Consultation Network; Member National Women in Transport CEO Advisory Group; Member UK Institution of Civil Engineers Enabling Better Infrastructure (EBI) Steering Group and Director of Minerva Network (supporting Australia’s elite sportswomen).
Secretary and Chief Executive to the New Zealand Treasury, Te Tai Ōhanga.
As Secretary, Caralee has overseen the preparation of the past four Budgets and played a key role in New Zealand’s economic response to the COVID-19 pandemic. She has also overseen the production of Te Tai Waiora, the Treasury’s first ‘big picture’ overview of wellbeing in New Zealand, and the Treasury’s first Long-term Insights Briefing setting out medium and long-term trends, risks and opportunities for New Zealand.
Prior to joining the Treasury in September 2019, Caralee drove the transformation of Australia’s leading provider of vocational education and training to a more modern, competitive and sustainable organisation as Managing Director at Technical and Further Education (TAFE) New South Wales.
Caralee served as a deputy secretary at the NSW Treasury from 2008 to 2018. During her time there, she led the development of state budgets and advised the New South Wales Treasurer and government agencies on fiscal and economic policy, coordination of state sector accounts, taxation, intergovernmental relations, and balance sheet management. Her involvement in the development of Australia’s first Social Impact Bond for families at risk earned her a Public Service Medal of Australia (2017).Prior to this, Caralee worked at the World Bank in Washington DC, the International Red Cross and the Boston Consulting Group.”
General Manager – Operations, New Zealand Infrastructure Commission, Te Waihanga
Anna Moodie has worked across telecommunications, transport and health, in both the public and private sectors. She brings a broad perspective on how infrastructure is delivered and managed in practice, the way policy and regulation can impact infrastructure, and how different funding and delivery models work.
Anna has held a range of senior management roles at Waka Kotahi, including Group General Counsel – Governance, Risk & Legal.
Professor of Economics and Director of the NZ Policy Research Institute, AUT
Gail Pacheco is a Professor of Economics and Director of the NZ Policy Research Institute at AUT. She is an applied econometrician with a passion for evidence-based analysis, particularly in the labour and health fields. The majority of her research focuses on utilising linked administrative data (with particularly strong use of the Integrated Data Infrastructure from Statistics NZ) to inform policy debate.
Gail has extensive experience leading large-scale, multi-institutional funded projects, including work for MBIE (Ministry of Business, Innovation and Employment), Ministry of Women, Ministry of Education, and Human Rights Commission, all with high policy-relevance. As principal investigator, she has been awarded close to $22million in competitive external grants since 2018 - including funding from the Health Research Council and the MBIE Endeavour Fund.
Evidence of the policy impact of her work is highlighted by being the 2018 recipient of the NZIER Economics Award that recognises “outstanding contributions to the advancement of economics and its applications in NZ”, which are of “relevance to the economic welfare of NZ” and “likely to be of long-term lasting importance to NZ”.
She was also a Commissioner at the Productivity Commission from 2019 to 2022, and has received the AUT Medal (AUT’s top award) for her research, scholarship and application of integrated data to help inform social policy and wellbeing.
Chief Executive, EECA
Dr Marcos Pelenur became Chief Executive of EECA in September 2023. Previously he worked for the Behaviour Insights Team in Ottawa, Canada and several policy leadership positions at MBIE. Marcos has a PhD in Engineering from the University of Cambridge, is a Chartered Professional Member of Engineering New Zealand and is registered as a Chartered Engineer with the UK Institution of Engineering and Technology (IET).
Chief Executive Officer, City Rail Link Ltd
Dr Sean Sweeney began work as the Chief Executive Officer of City Rail Link Ltd on 2 July 2018.
Dr Sweeney is an engineer with a PhD in construction economics from the University of Melbourne.
After graduating in engineering from the University of Auckland, Dr Sweeney spent seven years working on the development of Te Papa in Wellington before heading overseas to work in the USA and Europe and then settling in Australia. In Australia, he delivered a programme of major public infrastructure in Victoria and ran a top tier Australian construction firm. More recently he established and implemented a $2.5bn prison construction programme for New South Wales. Dr Sweeney brought a wealth of relevant and current experience to the position, as well as a strong academic background. Both of these put the CRL project in a great position as it heads towards the delivery of major contracts.
Director, Firecone NZ
Andrew is an economist and policy advisor with over 30 years of experience across a range of public and private sector roles. He is currently Director of Firecone New Zealand, a boutique consulting firm specialising in public policy and quantitative analysis.
From 2010 to 2014 he worked in the Department of Prime Minister and Cabinet providing advice directly to the Prime Minister on issues relating to science and innovation, freshwater management, climate change, and resource management regulation.
Subsequently Andrew co-ran the Secretariat of the Small Advanced Economies Initiative (SAEI) with Sir Peter Gluckman. The SAEI brings together senior officials from a number of successful countries with populations of under 10 million to share policy relevant evidence, insights and experiences on some of the complex issues and challenges facing small countries.
In his private sector consulting roles Andrew has worked for a wide range of clients in the UK, Australia and New Zealand. Some of his more recent roles have seen him work on the prevention of infrastructure policy, tax policy, climate change, freshwater management, and science and innovation policy.

Managing Director New Zealand and Pacific, McConnell Dowell
Fraser Wyllie is McConnell Dowell’s Managing Director for New Zealand and Pacific and is a Board Member of Infrastructure New Zealand. He is a Chartered Professional Engineer and a member of the Institute of Directors NZ, with over 30 years of construction industry experience in project governance and delivery.
McConnell Dowell recently delivered the SH25A Bridge in a JV with Fulton Hogan, supported by designers Beca and Tonkin & Taylor where innovative thinking enabled fast track delivery.
