Principal Advisor , Ministry for the Environment

Marie is Principal Advisor Compliance in the Waste Operations team at the Ministry for the Environment. The Waste Operations team carries out the Ministry’s only direct regulatory role, enforcing the Waste Minimisation Act 2008. In addition to her role in the operational team, Marie has been a key author of the new compliance regime for the Natural and Built Environments Bill. Before joining the Ministry in 2020, Marie worked in RMA and Building Act enforcement, strategic policy, and has worked in consulting and with EDS in research and advocacy. Her 2014 PhD at the University of Waikato systematically assessed the emerging use of environmental compensation and biodiversity offsets and she is the lead author of the landmark 2015 book on the fight to save New Zealand’s wildlife, Vanishing Nature: Facing New Zealand’s Biodiversity Crisis. In 2017, Marie published a rigorous empirical analysis of the enforcement of environmental law in New Zealand ‘Last Line of Defence’. 

Marie has a lifelong passion for New Zealand’s stunning natural landscapes and its unique biodiversity, preferring to work at the interface of different disciplines—most particularly environmental policy and its implementation.  Her latest role at the Ministry is another example of her affinity for cross-disciplinary work and allows her to maintain a strong focus on designing systems for successful implementation.
