Mark Mills is the Executive Director (Legal Services) of the Hong Kong Competition Commission. Prior to joining the Commission, Mr. Mills was a Senior Civil Servant and Deputy Legal Director at the Office of Gas and Electricity Markets in the United Kingdom. Mr. Mills is a solicitor and has extensive experience in public law, economic regulation and enforcement, including competition law enforcement, gained in the private and public sector in London, Brussels and Hong Kong. He was recognised in The Lawyer’s Hot 100 in the UK for 2022. Mr. Mills obtained his undergraduate law degree with Honours from the University of Essex, England in 2007 and received an LL.M. in Commercial Law from the University of Cambridge in 2008. He was admitted as a Solicitor of the Senior Courts of England and Wales in 2011. He is a frequent speaker, lecturer and author of articles on competition law and regulation.
