Economist from Universidad Nacional Autónoma de México (UNAM) and a master's degree in economics from Centro de Investigación y Docencia Económicas (CIDE). He has experience in the areas of economic competition, econometrics, industrial organization, and the energy sector. He currently serves as Head of the Investigative Authority of the Federal Economic Competition Commission (Cofece).
José Manuel Haro joined the former Federal Competition Commission in 2010, where he held the positions of Deputy Director and Area Director in the Anticartel Direction, he was also, Area Director in the Plenary. From 2014 to 2016 he served as Commissioner advisor, with the level of Deputy Director General.During 2017 and 2018 he served as General Director of Markets of the Liquefied Gas Unit of the Energy Regulatory Commission, where he actively participated in the follow-up and monitoring of the LP gas market, during the process of liberalization of the prices of this energy. Before becoming Head of the Investigating Authority of Cofece, he was General Director of Markets Intelligence, a unit in charge of providing technical advice to the Investigative Authority; compiling and analyzing information and documentation on the markets; and providing strategic information for the development of lines of investigation of probable anticompetitive practices.
As an academic, he teaches Econometrics and Quantitative Methods Workshop at the School of Economics of the UNAM, and Organization and Microeconomics at the Tecnologico de Monterrey. He has also been a laboratory professor at the Colegio de México and CIDE.
