Mark Fraser leads the Urban Development and Delivery (UDD) group at Kāinga Ora, a team of property development, infrastructure and construction delivery professionals who produce communities and neighbourhoods for housing renewal and growth across New Zealand.  

The urban development projects vary in size from several hundred homes to the largest three renewal projects of over 10,000 homes each. This work includes the design and build of urban development infrastructure and the coordination and delivery of major public infrastructure projects in partnership with local councils and asset owners.  

The housing enabled land is built on by both private sector builders for market and affordable homes and Kainga Ora and community housing providers for public housing.  

This housing delivery is also provisioned by the team. UDD’s current urban development programme, at over 50,000 homes, has no precedent in New Zealand in terms of scale and provides a once-in-a-century opportunity to improve the supply, quality and affordability of our homes – both public and privately owned – and the liveability of our neighbourhoods.
