The industry's talent shortages and the COVID-19 pandemics are strongly striking the economic development in Taiwan. The situation is even more serious in hi-tech industries, including semiconductor and manufacturing. Taiwan’s government is trying hard by different means to make the environment more friendly, and the laws more flexible, to persuade migrant workers to stay longer. Many private universities in Taiwan are affected by the low birth rate and started to recruit international students many years ago. Hi-tech companies that want to cultivate their own talents, in order to control the quality and benefit their overseas branches, are collaborating with universities in tailored training programs and job opportunities for both bachelor's and master’s international students, especially from Southeast Asian countries. Minghsin University and Science and Technology (MUST) locates in the Hsinchu County and the Hsinchu Science Park is just in its neighborhood. Some Hi-tech companies have already been working with MUST and providing considerable scholarship tuition subsidies, allowance, monthly pay, and retention reward for those elite international students who have passed the interview and will enroll in these programs. Both students, university, and companies are satisfied with this model. The successful experience of MUST will be shared in the presentation. Learning Objectives: - The audience will be able to describe the features of the tailored program. - The audience will be able to summarize the pros and cons of the program. - The audience will be able to understand the practices of Taiwan’s universities in this program and figure out possible collaboration models. Biography

Hsueh, Chia-Ming is now an Assistant Professor and the Vice-Dean of the Office of International Affairs at Minghsin University of Science and Technology. During 2018-2019, He was a Fulbright visiting scholar focusing on higher education internationalization in the United States. His current research interests are International education, internationalization of higher education, education policies, and comparative education.
