2D - International Education with ICT During COVID-19 Pandemic: Japanese Universities' Experiences

Before the COVID-19 pandemic, the internationalization of higher education focused mainly on international student mobility, which underwent a quantitative expansion. However, in the wake of the COVID-19 pandemic, cross-border student mobility was largely suspended. Since then, various international education practices using ICT have been rapidly spreading as an alternative to cross-border student mobility programs or a new modality of international education. This session will first review the development of and issues for international education in Japan before the pandemic, which can be primarily positioned in internationalization abroad. Next, it will explore the leadership, initiatives and practices of ICT-based international education in response to the COVID-19 crisis, referring to internationalization at home as the conceptual framework. For this purpose, it will examine the cases of a national university (faculty-led initiative) and a private university (staff-led initiative) in Japan by analysing information on these institutions’ websites and the interviews with middle management personnel. The collected data will be comparatively analysed to identify their similarities and differences between them and obtain implications for the prospects and challenges of international education in Japan in the post-COVID-19 era. Finally, international education through the effective use of ICT in the future will be discussed with participants. Learning Objectives: To learn how the international educational exchange changed since the wake of the COVID-19 pandemic and how it will change in the post-COVID-19 era. To learn about the institutional factors and cultures that contribute to developing good practices in international education using ICT. To learn what challenges and issues exist when establishing ICT-based cross-cultural learning as a new modality of international education, rather than just an emergency response to a crisis such as a pandemic. Biography

Dr. Akinari Hoshino is an associate professor at the Global Engagement Center, Nagoya University, where he is responsible for the administration of exchange and short-term study abroad programs. He has been involved in international education in higher education for over 15 years and is well familiar with administration, international program development, and research in this field.

Biography

Dr. Hiroshi Ota is a Professor at the Center for General Education at Hitotsubashi University, Tokyo, where he serves as Director of the Hitotsubashi University Global Education Program. Prior to his current position, he worked for the Office for the Promotion of International Relations at Hitotsubashi University, the School of Commerce and Management as International Student Advisor at Hitotsubashi University, the Office of International Education at the State University of New York at Buffalo, and Toyo University, Tokyo.
