Taiwan's "2030 Bilingual Nation Policy” is a national initiative that covers all levels of education, having allocated $350 million US dollars in the higher education level for the first four years starting from 2021. The main purpose of this policy is to help universities upgrade from an institutional perspective, to establish a more friendly environment for foreign scholars and students, improve the ability of local faculty to teach in English, and therefore provide a gateway for local students to use English more fluently. This policy will support Taiwan's higher education in raising their level of internationalization, including the number of EMI courses or the English fluency of teachers and students. It will also directly contribute to the future of Taiwan’s higher education in international cooperation, such as dual degree programs or scholar and student exchange opportunities. The speaker will introduce the governmental policy and describe the potential collaboration models for international partner universities. Secondly, the practices of Minghsin University and Science and Technology (MUST), which has been funded by the MOE as one of the universities for comprehensive improvement, will also be elaborated. In addition, the challenges and opportunities of MUST’s internationalization progress will also be discussed. Learning Objectives: 1. Biography

Hsueh, Chia-Ming is now an Assistant Professor and the Vice-Dean of the Office of International Affairs at Minghsin University of Science and Technology. During 2018-2019, He was a Fulbright visiting scholar focusing on higher education internationalization in the United States. His current research interests are International education, internationalization of higher education, education policies, and comparative education.
