The panel will present a case study of how ASEAN and Australia partners are using Track 2 Diplomacy mechanisms to build, in a staged approach, an effective and purposeful partnership that addresses regional higher education sector priorities. Stage 1 is building a relationship with key ASEAN Education sector stakeholders, assisted by establishing the ASEAN Australia Education Dialogue as a face-to-face event in 2018/19 and a virtual webinar series 2020/22; Stage 2 is the establishment of a communications mechanism to coordinate an initial in-country visit program from ASEAN to Australia (2019) by senior AUN QA management. This is important in building trust and providing an opportunity to meet key leaders in the Australian quality assurance higher education ecosystem; Stage 3 is the development of a best practice outreach program to ASEAN by NEAS, an Australian quality assurance body focused on the global ELT sector (2021/22); Stage 4 is establishing a purposeful partnership to focus on strategic planning in the design, financing and implementation of a series of agreed activities. The partners are addressing the need, articulated by AUN member universities, to build best practice in ELT centre management curriculum development, program delivery and quality assurance. (2022/23) Learning Objectives: Building knowledge, understanding and skill sets for: Identifying key partners, understanding why they are relevant and how regional partnerships between ASEAN and Australian peak bodies and stakeholders, committed to best practice and quality assurance, can be implemented; Increasing knowledge of ASEAN regional education sector priorities as articulated by the ASEAN University Network (AUN); Increasing awareness of how best practice and quality assurance strengthens the Australian ELT sector; Understanding key course content and how it can be designed and implemented for an ASEAN context; Understanding what the benefits can be for students, institutions and government scholarship agencies/NGOs in partnering on ELT best practice; Increasing understanding of technical and personal skill sets required to implement partnership programs in the English Language Teaching (ELT) sector; Applying strategic planning principles, sourcing funding and sponsorship for successful partnership development; Communicating across borders pre, during and post COVID. Target Audience: University Administrators, University Faculty, Scholarship Bodies, Transnational Education Providers, ELT Sector Participants, Government Officials, Non-Government Organisations (NGO’s), Philanthropic Organisations Target Audience Level: Intermediate, Advanced

Biography

Michael is Executive Director and Head of Educational Services at regional strategic advisory firm Asean Focus Group (AFG VG). He was on the Board of the Australia Indonesia Business Council (AIBC) 2015-2019 and provided education sector input to the Indonesia Australia Comprehensive Economic Partnership Agreement (IA-CEPA) trade negotiations.

Biography

Dr Choltis Dhirathiti is currently a Executive Director of the ASEAN University Network (AUN) Secretariat, an inter-governmental organization under the ASEAN Secretariat. He is also a Lecturer in Politics at the Faculty of Political Science, Chulalongkorn University, Thailand. Choltis has been teaching normative political theory at Chulalongkorn University since 1996.
